Now, I can think of two ways to shape and decorate it. The first is to shape the slightly softened butter with a spoon or butter knife, decorate it, and then refrigerate until firm--I think this is the faster option. The second way would be to refrigerate it until firm and carve it with a warmed sharp knife (heat the knife in hot water and wipe the water off between cuts)--this will allow for better detail. Allow it to soften enough to apply the decorations and then refrigerate until firm.

The other responder was right - get the 1lb block of butter. I'd cut it to where it is an over-large version of your tree. Freeze it solid (about an hour) and then I'd go at it with a hot knife and use the screw to create the fluffiness that I'm sure your mother was an artist at.
