My sister is 21. She likes to drink i think but im not buying "booze" for her. She is very difficult to shop for i think she likes puzzles of places like New York but she already has that one and i don't know what to get her. You could still get her something nice from Walmart. They have nice necklaces/bracelets, etc. Also check their puzzles as well. Maybe they have one she doesn't have. You could be creative, and get her a small piece of jewelry or something and carefully open the puzzle, place the item in the box and re-close it.....Double surprise!
