Help with this question? Bullet points will do?

Assess the view that the environmental problems caused by the disposal of rubbish can best be dealt with by market forces rather than by government intervention.

I am confused as to what to put for this question - how can market forces EVER deal with environmental problems? It says "assess" in other words "write about both points of view" but I don't understand how market forces could ever deal with environmental problems.

This is really confusing me, any ideas?Help with this question? Bullet points will do?just write what motivates the market forces to operate.. supply would try to satisfy demand and therefore form an equilibrium at which social costs (pollution) might be excessive

Then, talk about types of government intervention: Trade Permits, Tax and General government regulations.

sorry , it would take too much space and time to explain how negative externality is created.

use terms like: Externality, social and private costs %26amp; benefits.

to sum it up, the question asks you to criticize the output produced in a free market without a government.
